Tool for Assessing Women’s Needs in the Labour Market

The “Tool for Assessing Women’s Needs in the Labour Market. Methodological Recommendations on the Use of the Needs Assessment Tool, Taking into Account Personalized and Gender-Responsive Employment Services” is a methodological publication developed by the NGO Association of Women Ambassadors of Ukraine within the project “Women’s Participation in the Labour Market: Personalized and Gender-Responsive Employment Services.”

The guide contains a structured preliminary needs assessment tool for women that helps identify their employment potential, motivation, competencies, psychosocial barriers, needs, and resources for subsequent personalized career planning and employment service provision. The tool is based on a person-centred approach and case management methodology.

The questionnaire covers 10 thematic areas: work experience and job search, motivation and expectations, competencies, preferred working conditions, health and physical condition, psychosocial well-being, gender stereotypes, readiness for training or retraining, the need for support services, and additional opportunities. The results make it possible to determine a woman’s level of readiness for employment and formulate appropriate recommendations for next steps.

The guide will be useful for employment and career counselling professionals who work with women and seek to apply a personalized and gender-responsive approach to needs assessment, career planning, and the selection of appropriate services.
